fix: #1335 Event & Testimonial suggestion form not showing up because of no actions

Summary / Highlights

• [X] Now when a user enters the event & testimonial pages directly, the form for suggesting events & testimonials will show.

⚠️ Side note: @abdullai-t @archx3 when we start applying the cache decorators to the routes, actions.list & testmonials.list need that vaccination first 😭 -- they are quite slow.
