Password Free Users Cannot Change Their Email Addresses. #861

Message given "Please make sure you have provided a new email and your current password".

If this creates too many complications we may not want to allow this for password-free users. Otherwise we need to provide a way to do this without needing a password.

I think the solution to this is to require that users add password sign on first. Otherwise emails can be changed and there's no way to recover access.
