Allow users to filter search results by content types #151

As we've moved our audits to HTML some users have said they have a difficult time finding the binder page for an audit in search results, because when they search for an agency name they will also get affiliated info details pages, press releases, and other information, even if they filter for content by our agency.

I'd like to see users be able to filter by specific content types in their search results. For example, if someone selected to filter by "Audit" they would only get results that included binders that were marked as being audits.

This would be great for the OIG as well. Staff and website users have requested a way to search for reports and documents more easily, including PDFs. It would be great if they could search by documents and reports, and even possibly to get more specific with investigations, guides, advisories, reviews, etc. We do plan to convert our most important reports and manuals to HTML, but this would be another way for users to find what they need. Currently they really have to know the year the report was published in order to find it.
