Ability for authors to independently create short URLs with agency acronym #155

Is your feature request related to a problem? Please describe. Sometimes friendly URLs are needed very quickly and there is a delay waiting for Mass.gov to manually create them.

Describe the solution you'd like It would be helpful for agencies to be able to create their own short URLs following mass.gov/ACRONYM/. We were able to do this with percussion and could create a mass.gov/ago short URL very quickly through a simple txt file. Sometimes we have to publish a short URL on short notice and cannot wait for assistance from EOTSS. Thank you.

Given the ability for service and promotional pages to have short titles and the ability for authors to request friendly URLs besides, we are no longer considering this option given the complexity that would be involved.
