Allow authors to note feedback status of individual feedback items #195

Is your feature request related to a problem? Please describe. Please also engineer a way to report on response to feedback items. Otherwise there is no way to track response to feedback. (jture)

Describe the solution you'd like Please comment to describe how you'd like to see this. A simple flag with status or something more where authors could enter a comment as well.

We still need to be able to flag (and possibly remove) feedback as "irrelevant", not just "non sequitur or abusive." If somebody leaves a comment on a page asking about conditions in Texas when the page is about Massachusetts, we have no way to remove that comment and it just sits there impacting our scores. Please fix this!
