Allow visitors to search for data on Mass.gov #210

Is your feature request related to a problem? Please describe. Data is scattered about the website and there is no central place to see what data exists.

Describe the solution you'd like Add a data tab to search so that visitors can search specifically for data. Data in the system can be tagged so that it renders in the data tab.
