Move global navigation to be off-screen on both desktop and mobile #218

Currently, the global navigation menu ("Living", "Working", "Learning"...) takes up important space and often has information that isn't relevant to a visitor. We should move this menu to be behind a menu button on all pages except the home page. We do this currently on mobile only.
