Date filter/search function on News and Announcements #233

Problem The News and Announcements feature on Organization pages is hard to navigate. Media personnel have to scroll and click back through multiple pages to find past press releases.

Solution A way to filter/search the News/Press releases on each Organization page. Ideally, users would be able to search both by keyword and by date. Default navigation options for month/year.

Additional context The DPH media team likes this layout better: https://www.mass.gov/lists/press-releases-related-to-covid-19, but this is manual. Would be great to have automatic date navigation on https://www.mass.gov/orgs/department-of-public-health/news and ability to search by topic/keyword.

This might be a good use for a collection. You could have years be topics. We are considering adding year as an optional filter.
