Upload documents and saving draft pages #245

As a lower-level user, approval is needed to publish both documents and web pages. This is a challenge when uploading both a document and a web page at the same time; we often create a new section or link in a web page and create a link to the new document, then submit both to be approved for publication. However, the CMS does not allow you to "save as draft" or submit for approval if there is a link to an unpublished document, or a "edit.mass.gov" link.

Right now, I need to submit documents to be approved for publication, await their approval, then make changes to a webpage to link to the new document. It would be more efficient to be able to get everything edited and submitted for approval at once.

Describe the solution you'd like A simple option would be to allow pages to be saved as drafts even if documents are not yet published, so that everything can be in place before we submit pages for approval.

Another option is to allow links to be published even if they lead to a draft page or unpublished document, but they redirect to a page or popup that says "this page is coming soon." When the document is then published, it redirects to the document. This would allow us to get page updates done more efficiently, and indicate to our audience that updates are coming soon.
