Curated lists should be searchable by start date, not upload date #70

One issue we've heard about regarding curated lists is that currently the curated lists are organized by the date they were uploaded, rather than the creation or start date of the document. Older documents that are uploaded after more recent documents will show up above the newer documents because they were migrated or uploaded more recently.

Expected behavior: Curated lists would be organized by creation date or start date of document, rather than date uploaded.

I wholeheartedly support this request. Many of our older audits were migrated over from the old website to the new website and it created a chronological mess on the curated lists. In addition, as we've moved from PDFs to using binders/info detail pages it has further convoluted the ability to list things chronologically, which has forced us to manually curate lists to make clear what is new.

Sadly, it is for this reason that I quickly abandoned using automated lists in curated lists. Almost all curated lists I make, even large ones, are manual, because I could not trust the chronological ordering.
