Why are you running KMS38 instead of HWID and why did you remove the windows version? Run the Fix WMI option as it says in the blue line, and post screenshots instead of text if there is any problem running that.
If you have used O&O Shutup10++ tool, try turning off "Disable Key Management Service Online Activation" in Local Machine tab > Miscellaneous section, and then reboot Windows. It might be possibly interfering with KMS38 Activation. If you have used some other script to disable or debloat Windows, you will probably need to find option in that tool to turn it off, assuming it is interfering with KMS38 Activation.

In MAS, Goto Troubleshoot and run Fix WMI option.
