@fenhaizi It looks like they have removed gatherosstate.exe in the latest Windows insider ISO's, which means upon upgrades, normal KMS (180 days) and KMS38 both activation's grave period won't be carried over to the new build, and users will have to run the activation again.

gatherosstate is only removed from windows insider builds, it is still there on the older windows server releases
@fenhaizi It looks like there was some issue in earlier insider builds. Just tested with the latest insider client and server, KMS38 activation is saved in both upon upgrades but normal KMS (180 days) is lost. If a renewal task is installed or a working KMS server is registered then windows will auto-reactivate with that.
KMS38 is gone after every upgrade of win server insider.
re-running KMS38 do work, but I need to re-run it after every upgrades
