[FEATURE] add the Protocol to transfer command to AI-tagged Systems

if this already exists, it's not working for Technophile I AIs Is your feature request related to a problem? Please describe. cannot:

• dismount and still have the mech active
• use more than the normal number of actions per turn
• disable pilot talents all of which should be possible with an AI installed

Describe the solution you'd like perhaps display the mech and pilot in seperate tabs? if the pilot hasn't dismounted make sure they can still repair stuff (semi- unrelated: a way to pilot others' mechs with the debuffs and all?)

Describe alternatives you've considered could try to bypass Talents and run the Pilot seperately, but annoying

I like the separate tabs idea -- this might be difficult to do in the active mode as it currently exists but should be pretty straightforward in my GM rebuild
