[BUG] Scylla Reaction Crash #2367

Issue Description:
The "Unleash Scylla" Quick Tech action functions as intended, but the "Unleash Scylla Reaction" also incurs heat (which it shouldn't), only has one use, and most importantly, freezes the app.

Reproduction Steps:
 Gorgon frame in Active Mode. Scylla-Class NHP Equipped. Click on "Unleash Scylla Reaction", or get to it from reaction tab. Clicking the button to use it in the pop up window both adds 2 Heat and prevents other buttons from being clicked. Eventually webpage will stop responding.

Expected Result:
 Click on "Unleash Scylla Reaction", and lose one out of the two uses this round. No heat incurs.

Additional Context:


Stack Trace: Can't, as once bug occurs none of Comp/Con's buttons are interactive.

As a note, you can catch a stack trace by using F12 on your browser and selecting the “Console” tab, which should still be accessible on the browser even if compcon freezes? Worth looking into this though.

Can't seem to reproduce the "Unresponsive" part of this on a fresh Private Tab in Firefox. SCYLLA reaction seems to work fine? It does lock out the rest of the Scylla actions (such as "Unleash Scylla") which could be a valid bug, but CompCon remains responsive for me.
