Issue Description: Despite meeting the requirements to take it, COMP/CON will not let me select Boon of the Star
Reproduction Steps: Select "The Fool" for bonds
Select at least two bond powers, as outlined in the rules
Refresh page, re-open bond powers when having the appropriate EXP
Expected Result: I can click on "Add Boon of the Star", and the option presents itself
Additional Context: For some reason it'll let metake "The World" despite not having met the requirements. "Boon of the Star"'s selection button doesn't even appear
