[FEATURE] Have Pilot Bonds/Stress at LL0 #2479

Describe the solution you'd like I would like to be able to be able to access a pilot's Bonds screen at LL0.

Additional context Primarily so pilot Stress can be tracked at LL0. It would also be nice to have if the GM decides to have Bond Powers at LL0
