feat(data): add suggested skills to all backgrounds #194

Description

This PR adds an optional skills field to all backgrounds, a String Array of skill IDs pulled from the skills.json. This data can be used for clearly suggesting and auto-populating skill triggers in CompCon in a potential future update.
