Consolidate documentation into wiki #7

Arcconfig, arcsearch, and arcstat all contain similar documentation regarding archive file structure and config.yaml configuration.

I think it's a good idea to minimize redundancy and labor costs by creating a wiki on this repo, which the other projects would refer to.

Versioning might be a dealbreaker. Arcsearch and arcstat now explicitly declare a specific version of arcconfig. Delegating documentation to these repos is a good idea; they can update their respective docs when updating to a new version on their own time.
