NOP setengine #21

What steps will reproduce the problem?

NOP setengine does disable the engine change, but it still leaves the engine 
turned off.
The engine start key (;) moves the car by 1 inch and then shuts the engine 
again.

What version of the product are you using? On what operating system?

2.3.3 win7 64bit
