Well, its actually the same dependency as what was in msc-exchange-scripts; Adam had done some work porting it to sx, but one of the reasons I stuck with bitcoind is because the outputs it gives are reliable/accurate, in JSON, and I wasn't sure how to write the issuance tool based on sx's outputs

Hmm, okay. This is distinct from the other stuff, so I'm going to hold this pr back for now and merge the others. If we get time to do it using sx, then that's better.
