Release: update README.md #288

The README.md should probably be updated:

[ ] reflect the rebrand (e.g. rename "Master Protocol" to Omni Layer")
[ ] update disclaimer
[ ] update support and contact information
[ ] required bitcoin.conf (txindex!)
[ ] update feature set and pending additions (?)
[ ] include a link to https://github.com/msgilligan/bitcoin-spock (?)

Any follow up should be done for https://github.com/OmniLayer/omnicore.
