[MVM] Disable Canteen Nagging

Description

In Mann Vs. Machine, if you are not wearing a powerup canteen, the game will send you a notification to equip it, if you do not have one equipped. This is pretty annoying, since this will happen every time you respawn, which can be very frequent in some waves. This would be a nice QoL change, as some MVM servers allow the use of grappling hooks, or spell-books, with some missions being designed around them. Some players just also prefer to play without canteens, so it would be nice to not be nagged everytime you respawn.

1. Make this an opt-in client command/option

There are 2 things I must point out about this report that may help. (likely won't, but more info is better, right?) 1. This doesn't just affect the canteen. The Spellbook and Grappling hook also use this method on Halloween/Mannpower servers. e didn't read the full thing

2. This message will only appear if there is something equipped in the Action slot that isn't the correct item.
