Unused payload race anouncer voicelines. #620

The anouncer has dozens of voices lines specificly made for payload race in the game's files, why they weren't used I have no idea.

Note: according to the tf2 wiki many if not all lines call for conditions not present in any official Payload Race map.

Removing these may be a bad idea because custom gamemodes and plugins might use them

I was actually asking if they could be re-implemented in the current official maps in a way, there's lines about multiple stages, losing and regaining the lead during games and so much more!
