ampersand URLs not processing #23

What steps will reproduce the problem?
1. Add RSS feed containing ampersand. Facebook status feed, for example -- 
2. Feed add will fail with Feed not found at this address" error. 
3. Convert ampersands in URL to ASCII %26
4. Feed URL is accepted, but no entries from feed will process.

What version of the product are you using? On what operating system?
