Converted about.html and rules.json to Markdown format and removed old format files

These look good, what do we reckon about automating deployment of this stuff? There's no API endpoint (that I could find documented anywhere) for POSTing them, we could presumably jury-rig something in a GH workflow using Selenium or something to enter them into the form, but that seems like the sort of stupid thing I'd build for a weekend project. Paging @Floppy for opinions

Assuming these are going to get updated 2-3 times a year, other than the challenge of doing it, is there much to gain from automating; especially as there'll probably be a bunch of discussion about updates before they're uploaded?

We could periodically run a continuous-compliance GH action which checks that what's on mastodon.me.uk matches what we have in this repo (presuming we consider this repo to be the Source Of Truth), to protect against drift
