Update privacy policy #9

Using https://blog.riemann.cc/projects/mastodon-privacy-policy-generator/ we should update the privacy policy for the site to be more GDPR compliant. Also, get the policy into this repo.

Generated an initial version from https://blog.riemann.cc/projects/mastodon-privacy-policy-generator and converted to MD under #35.

Have completed as much of the info as I know, but there's still some pieces under "Processing of personal data" which need more detail, and I don't know if you want to use a different email address than a private address for this stuff?
