Allow reporting hashtags #24326

Pitch

One can report a post or a user. It would also be good if we could report hash tags.

In the moderation interface, we'd need the matching option to ban multiple matching accounts at once.

The icing on the cake would be to one-click ban on your own instance while reporting if you're a moderator or admin.

Motivation

When moderating trends, I come across spam posts that originate from multiple instances/accounts. At the moment, I can still spend the time to report them to the originating instances separately, because there's usually less than 10 of them.

As adoption of the Fediverse goes up, so will these numbers go up, and if we should be hit by 1000s of them instead of 10s of them, it will become very time consuming.

The best we can currently do here is "request review" for trending, until we have Polymorphic Reports (#30511)
