Muting Boost notifications per-toot

Some user want to configure TOOT as un-BOOST-able, but provide public access rights.

I think that this change is meaningless. TOOT with public access right can be viewed by users other than followers. Therefore, by describing the URL of TOOT in another TOOT it is possible to spread like BOOST.

@MitarashiDango un-BOOST-able TOOT can reduce notification. Users can ignore reactions of un-BOOST-able TOOT, this is meaningful when the user is not interested in the TOOT.

You can "Mute conversation" on a toot to stop receiving notifications about it (including boosts)

@Gargron As far as I know, "Mute conversation" disable all reaction(like reply, favorite) about the TOOT.

ah, looks like this issue was completely misunderstood in three different ways -- originally, it seems to be about making a post unboostable. not because you don't want to see notifications about it, but because you want to control how it spreads.
