Combine block and mute into the same action #9277

Pitch

Combine the UI for blocking or muting a user into a single modal instead of two separate modals, similar to the "block instance" UI for moderators.

Motivation

Right now, Mastodon supports four ways of getting someone off your timeline. From least to most severe:

Most people don't even think about muting, and just go straight to block regardless of their reason for wanting to get the toots off of their timeline.

Action menu > "Hide" > (modal) [ ] Mute user (They can still see your posts) [ ] Block user (they can't see or respond to your posts)
