What steps will reproduce the problem?
1. After project is complete, 
2. Enable the employer via drop down to be able give a review of the project 
that was just completed

It is fixed now. When a project is completed the employer can give a review 
form https://test.tradiechoice.com/index.php/buyer/viewMyProjects on "Past 
Projects" options.
