"Any where" button should be checked by default when opening "Users page"

What steps will reproduce the problem?
1. Go to Users page
2. Check the Location section
3.

What is the expected output? What do you see instead?
"Any where" should be check by default when opening the page.
For the moment search by user and min/Max $/review are not working due to this 
issue.
