Projects are saved as drafts when the user doesn't have enough money to post them

What steps will reproduce the problem?
1. Log in with an user who doesn't have enough money to post a featured project 
(user: sorin, pass: 12345)
2. Try to post a  featured project
3.

What is the expected output? What do you see instead?

Apter pressing submit project the message: Your project was saved as draft is 
displayed

I think you should have a check and if the user doesn't have money in the 
account to not be allowed to press Submit, or after pressing submit the message 
to be like: "You don't have enough money to post this project so we saved it as 
draft"
