What steps will reproduce the problem?
1.Go to finance page: 
https://test.tradiechoice.com/index.php/finance/transaction
2.Check the "Send/Escrow Payment to User" section
3.

What is the expected output? What do you see instead?
You are allowed to select a closed project and an opened one in the same time

What is the target?
Will I add a option (select box/radio button) to select open or close project, 
or I will display all the project list (open/close) in single drop down list? 
Like, Project_1 (Open), Project_2 (Open), Project_3 (Closed) etc...

you should add an (if) condition that if one is chosen, the other cannot be 
chosen.

Fixed. Screenshot attached. Now user must select "Open Projects" or "Closed 
Projects"
