Appropiate message should be displayed for the blocked users

What steps will reproduce the problem?
1. Block an user from "Manage account"
2. Post a project
3. Go to the project's page with the blocked user

What is the expected output? What do you see instead?

In the project page the blocked user is told to bid on the project using a 
button which is not displayed for him.

Please check it. I add message with "You don't have wright access to bid this 
project. You blocked by the buyer." . If you want to change the text just let 
me know.

Please describe me briefly from where user can block to other user. I didn't 
find the url. Please give me link from where you got the error.
