alter projects and users page location radio button

What steps will reproduce the problem?
1. Go to search projects - https://test.tradiechoice.com/index.php/projects

If I try to click Location radio boxes (Enter state or city / Enter zip) - I 
cannot - the cursor is red forbidden.

What is the expected output? What do you see instead?
But, if I click any of the two edit fields Enter state or city / Enter zip - 
the corresponding check box is checked automatically and I can enter text in 
that field.

We should have the ability to click radio button or field.

sorry I need to improve this section.

It should be for 
https://test.tradiechoice.com/index.php/projects
and
https://test.tradiechoice.com/index.php/users

I want the field zip code to only appear only after State or city has been 
chosen.

sorry i meant that only when a state or city is entered will the zip code appear

i.e i chose bangalore
then i enter the zip code for that location...

its not quite fixed as the zip code menu appears

For example I could enter an imcomplete location.
i.e: See screenshots

That will impact the results, so zip code should only appear once a location 
has been set
