feat: adds a presubmit test suite #28

Adds a presubmit check that verifies the binaries can be built. It could later be expanded to also run tests if needed. But definitely useful to raise confidence in the submission.

Hope this works for you.

I think the maintenance and release can be pushed onto GitHub and its bots. It will also make it less labor-intensive to the maintainer(s) to review further PRs.
