VP8 1-pass encode output is too big on Mac #760

What is the expected behavior? What do you see instead?

On Mac,
Outputs of VP8 1-pass encoding (either CBR or VBR) is about twice in size of 
the ones from 2-pass encoding with same encode config.
It did not behave like this in 1.1.0.
It does not do this on Windows in 1.3.0.

What version are you using?
Mac 1.3.0

On what operating system?
OSX 10.5, 10.6, 10.7. Haven't tested on 10.8 or 10.9

Can you reproduce using the vpxdec or vpxenc tools? What command line are
you using?
I can reproduce it with "twopass_encoder" example, just need to switch between 
one-pass and two-pass.

No, I don't remember the config. But, any config will do, just need to switch 
between one-pass and two-pass.
