lag in frames 0 and 2 pass vbr #893

This causes a crash in the system.

I quickly tried:
 vpxenc  -p 2 --lag-in-frames=0 --end-usage=vbr -o out.webm ../news_cif.y4m 
The command actually worked fine without any issue.
