Need new YUV422 test vector for more test coverage. #974

Change #94401 introduce a bug that was not capture by our YUV422 test vectors. 
Fix is in https://gerrit.chromium.org/gerrit/74059. 

After digging into it, it seems the bug will only appear when 
"xd->mb_to_bottom_edge < 0". But all our test vectors did not hit this case, so 
a new test vector needs to be added to cover this case.
