Control-E maximizes the window, expanding it to the reach the top and/or bottom panels, and other screen edges, without going fullscreen.
OR, as a compromise with the current behavior:
Control-E when it does not touch the top and bottom panels/edges maximizes it vertically.
Control-E when it already touches the top and bottom edges maximizes it horizontally as well, so it only takes 4 keystrokes to maximize.
Control-E when it already touches the top and bottom edges expands a bit towards the right and/or left edges and then past them.
Open a pdf in Atril. If it is already maximized, un-maximize it. Then repeatedly press Control-E.
