Make sure that org>mate>desktop>session>required-components>windowmanager is set to "marco" and it should then start normally. Also you might purge and reinstall mate-tweak.
One correction: presumably you have MATE 1.20 as there is no 10.20

Actual behaviour
Has to be turned off then on inMate Tweak

Just boot or reboot.
