Titles beginning with non-ASCII characters fail to display. #766

Expected behaviour

Titles like "日本語文書です" should display properly on titlebar of window.

Actual behaviour

Titles like "日本語文書です" fail to display

Steps to reproduce the behaviour

touch "日本語文書です.txt" and open the file with app like pluma

757 already has reported this problem and problem is already solved at https://github.com/mate-desktop/marco/commit/32bfada2fbbd0f6db140557addab977e4447c598
