With ALSA (no pulseaudio - this is the default for Debian Buster), the master level is not saved after a reboot. On my system, it is always set to 69%. With PulseAudio, the level is saved.
Apparently, there is no mixer for other (non-master) levels anymore - do I have to install something, or they are indeed no more?

Set the master level in the applet to 100% and reboot
