Add do-not-disturb setting #156

Adds a do-not-disturb gsettings boolean key, an "Enable Do Not Disturb" checkbox to mate-notification-properties, and silently discards notifications when the key is set by generating a new return_id and immediately closing the notification.

@trism thanks a lot for this great feature! I'm not sure how hard it would be to add a little button to the panel so this can be switched right from there?
