Solid panel color makes the handles invisible #1403

Expected behaviour

The handles should always be visible.

Actual behaviour

The handles become overridden by the color:

The handles are visible by default:

run

gsettings set org.mate.panel.toplevel.background:/org/mate/panel/toplevels/top/background/ type 'color'
gsettings set org.mate.panel.toplevel.background:/org/mate/panel/toplevels/bottom/background/ type 'color'

Confirmed here, seems to happen in ALL themes when a custom solid color background is chosen.
