Add conf option to disable warnings for low mouse power #279

On certain mice, they can last several weeks after the first warning on certain kinds of batteries which makes the constant notifications quite annoying.

Cool, i did run in too this issue very often for myself.

Can't test this myself, as I do not use wireless mice or keyboards myself and thus don't have one to test.

We have luck, my wireless mouse just reached the 5% energie level and starts bother me with those repeating annoying warnings. Bildschirmfoto zu 2019-03-22 18-36-57

This works very nice and the annoying repeating notifications are gone. I think the default of the gsettings key can be change to disable for show notifications for low mouse battery, because we see always the red low battery symbol in na-tray (see my screenshot). This should be warning enough and sufficient. @lwalkera Can you please change that?
