gpm-kbd-backlight: do not change keyboard back-light when disabled #341

Automatically change keyboard back-light only when enabled on battery. Respect org.mate.power-manager kbd-backlight-battery-reduce settings. Keep previous brightness level between state change.

I don't have a keyboard with backlight for testing. @mate-desktop/core-team Does anyone have a hardware for testing this?
