Not everyone use debian........ Please don't give us infos like Mate version, version of m-s-d or libmate-kbd !!! Please don't do that !!! We all have a crystal ball.

Looks like it's something system-specific. I can't reproduce it on a PC...
@monsta I can reproduce this on Ubuntu MATE 17.10 daily running mate-settings-daemon
1.18.1-0ubuntu2. Using MATE Tweak I am unable to enable LEDs on a clean install, although I see the key being toggled in dconf-editor

Did the problem start only with 17.10? Because I just tried 17.04, and it works for me.

It does seem to be system specific. On my desktop it works fine but in my testing VMs it doesn't work. That said it used to work reliably everywhere.
I've tested the attached patch https://github.com/cepreu2github/mate-settings-daemon/commit/54b88add1f4d6b5f1487efbae1f5236366d6a324 and it doesn't change anything. On systems where the keyboard LEDs don't function, they still continue to not function with the patch applied.
That probably means we can close https://github.com/mate-desktop/mate-settings-daemon/pull/174...
I can not reproduce this using mate-settings-daemon 1.26 on Ubuntu MATE 22.04
Steps to reproduce: It happens all time without any additional steps to reproduce.
Actual result:
Expected result: No keyboard leds indicators if appropriate dconf key switched to false.
My system: Debian testing installed in Android chroot (Linux localhost 3.10.40-g837be1b #1 SMP PREEMPT Thu Feb 23 19:40:30 CST 2017 armv7l GNU/Linux)

Workaround: Set in dconf
/org/mate/settings-daemon/plugins/keyboard/active
to false.
