alt-1, alt-2, alt-3 etc. switch between tabs in azerty layout without having to press shift
Actual behaviour
They do not produce any special behavior, just the standard gtk underscore lookup
e.g. in azerty layout and french locale, alt-2 (without pressing shift) opens the "Édition" menu, probably since the '2' key, without shift, produces an 'é'.

Steps to reproduce the behaviour
One should see tab 1 selected, then tab 2, then tab 3. Instead, mate-terminal tries to find a menu with underscored letter &, é, and "
