None of the links to the mate-user-guide from the menu work #43

Expected behaviour

when i click on a Help button or link in various places i expect the document to be opened.

Actual behaviour

i get an error message similar to: "Document Not Found The URI ‘help:mate-user-guide/gospanel-1’ does not point to a valid page."

which changes with the context but still all fail to open the document requested.

Steps to reproduce the behaviour

use any MATE application or tool and click on the HELP button.
